Apparently on Monday they discovered tax fillings submitted electronically where the social insurance number, and the date of birth were swapped

This is why the world needs more well trained software engineers doing more than just safety-critical work. Critical systems include those where an individual can be hurt, but it also includes loss of service, data, and money. In the case of the Tax problem, it includes all 3. But alas this issue is being described by most of the media as a “glitch” (my previous thoughts on this). So the importance gets dismissed on society, and only society can demand more for the people building the software systems that control every part of your world, every moment of every day… think about that!
